I'd recommend giving Chain of Command from Too Fat Lardies a look, if you want something a bit different. The PDF is floating around, probably in one of the links up above, and it's a lot more fun than Bolt Action. The starter set for Bolt Action isn't that big, but it's a good start if you want the armies. I play in 15mm though, so can't help Concentrating on the revolutionary warfare of the Spartakist Revolution, and the Russian and Spanish Civil Wars, these rules emphasize the importance of willpower amongst your troops. Small numbers of highly motivated troops will outperform hordes of disinterested conscripts in these vicious and unforgiving conflicts.
